10/90 gap n. This disparity has been called the “10/90 gap,” a term coined after a commission in 1990 provided research showing that only approximately 10 percent of the resources spent on health research go to the problems afflicting 90 percent of the world’s population. 419 elections n. I recall that immediately after the polls last year, I had written a piece titled “Between 4/19 and 9/11” where I stated that the elections were as catastrophic in terms of its fraudulent nature (using the coincidence of date, April 19) as the September 11 (9/11) attack in United States. That was how the phrase, 419 elections, was coined and it has proved to be so apt now with the tribunal ruling that some people merely sat somewhere and wrote figures. [ ] [full cite] (Dec. 24, 2004)
499 mail n. Voters in the 8th Congressional District are getting thousands of pieces of official mail in the weeks leading up to the election from Dave Reichert’s Congressional office. The mail is “franked,” meaning Reichert pays no postage for sending the official mail to constituents. How can he do that when there is a ban on franked mass mailings within 90 days of an election? It’s not mass mail. Each of 130 different letters that have gone out since June go to no more than 499 people. And House rules in the franking manual define “mass mailing” as 500 or more pieces of mail. In the parlance of Capitol Hill, these are pieces of “499 mail.” House members can send out as much official mail as they like with no pre-election cut off as long as each letter goes to no more than 499 people. agremo n. The agremo’ of our Ambassador in Bangkok came after 4 months of sending his name from Kathmandu. Now, that he has been recalled again in such a short time, one doesn’t know how long the Thais are going to take to accept the name of our new envoy. [ ] [full cite] (Aug. 24, 2006)
air supply n. This growth occurred at a time when “air supply” was introduced into the Ugandan lexicon. People in positions of influence began conniving with government accounting officers to win tenders on which they hardly delivered. The moment the cheque was cashed they would split the money and run. [ ] [full cite] (Jul. 17, 2004)
