Gesell agreed to seal parts of the 11-page typewritten manual that contained specific instructions, such as how many uniformed officers should be present as a backup and how many officers should be used in a “jump-out” squad. Earlier this month Assistant Police Chief Isaac Fulwood Jr. began an investigation of the “jump-out” tactic, which was being used by police to search large groups of people without probable cause.
