Bendy buses have been part of the local London (England) public conversation since at least 2004 and played a major role in the last mayoral election, where they were the most visible point of contention between the two candidates. The first cite I find in the Guardian archives is from June 2003: http://www.guardian.co.uk/lifeandstyle/2003/jun/21/weekend.zoewilliams.
